Raymond's Proposed Dumpster Ordinance

Raymond residents soon might have a choice between using the towns yellow trash bags or using a dumpster on their property for trash pickup.  

At tonight’s, Monday November 18, board of selectmen’s meeting there will be continued discussion about the new proposed dumpster ordinance, which the selectmen might take action to pass.

In April and May the town office received calls from residents complaining about dumpsters in their neighborhoods. Shortly afterwards the town appointed a   Solid Waste and Recycling Advisory Committee to research and provide information on ways to improve our trash and recycling program.

Residents will now have the option to continue purchasing yellow bags for town pickup of trash and collections of their recyclables or rent a dumpster.  You might want to check out the fees and fines for placing that dumpster on your property.

Here are just a few of the high points in the ordinance:

1. Residents will not be allowed to have a dumpster on their property without a permit, to be renewed annually.

2. Residents will be allowed only one single dumpster on any single-family residential premises. 

3. Residential dumpsters for one family will not exceed 2 cubic yards.

4. Residents must have an approved location for placement and visual fencing or screening.   

5. Residential dumpsters will be emptied weekly from April 1st thru October 31st  but every other week the remainder of the year

6. The dumpster service provider must be registered to do business in town and get a permit.   

7. Failure to comply with any of the procedures means there are violation notices given and fees associated with each degree of violation. 

8. Property owners who fail to pay an assessed violation fee after (3) three years will be subject to property deeding. 

 Fee Schedule: Below is a recommended Fee Schedule to create an enforcement capability for the Town of Raymond for non-compliance. It is recommended this fee table be an independent document which is validated annually by the Board of Selectmen and expand to encompass other enforcement activities.

This document would not be part of the Town Ordinance, however each ordinance where a fee could be assigned would refer to this document.
